• <br /> 1 together with the associated administrative, construction, operation <br /> and maintenance functions involved in delivering the commodity to <br /> 2 various points of use or consumption throughout the water system; <br /> 3 D. "Customer" or "person" means and includes persons of either sex, <br /> associations, cooperatives, partnerships, and corporations whether <br /> 4 acting by themselves or by a servant, agent, or employee; the singular <br /> number shall be held and construed to include the plural and the <br /> 5 masculine pronoun to include the feminine; <br /> 6 E. "Premises" means a continuous lot or tract of land including the <br /> building or group of adjacent buildings under a single control with <br /> 7 respect to the use of water thereon and the responsibility for payment <br /> therefor; <br /> 8 <br /> F. "Water service connection" (also referred to as a service connection) <br /> 9 means the physical installation of the tap, fittings, pipe and other <br /> necessary appurtenances required to deliver water from the main to the <br /> 10 premises up to and including the service cock or meter; <br /> 11 G. "Utilities Superintendent" means the Chief Administrative Officer of <br /> the Utilities Division; and any act in this chapter required or <br /> 12 authorized to be done by the Utilities Superintendent may be done on <br /> behalf of the Utilities Superintendent by an authorized employee of the <br /> 13 Utilities Division. <br /> 14 Section 4: Utilities Superintendent's Qualifications and Appointment. <br /> 15 The Superintendent of the Utilities Division shall have a minimum of <br /> 16 five years experience in the management, maintenance and operation of public <br /> 17 water systems. He or she shall have a degree in Business Administration <br /> 18 Management, Public Administration or Engineering plus a state license as a <br /> 19 Water Distribution Manager or such other certifications as required by the <br /> 20 state. He or she shall have in his charge and under his control, subject to <br /> 21 the Public Works Director and/or the Mayor, the management, maintenance and <br /> 22 operation of the Utilities Division, including all existing and future plant <br /> 23 facilities, land and rights, both tangible and intangible, and all equipment <br /> 24 and persons employed thereon, and of all planning and construction work <br /> 25 undertaken by the Utilities Division in connection with the water system. <br /> 26 Section 5: Standards and Financing for Water Distribution Systems. <br /> 27 A. This section shall govern the methods of financing distribution system <br /> improvements, renewals and extensions, and specifying standards for <br /> 28 certain sizes and types of materials for use by and in the City water <br /> system. <br /> 29 <br /> B. All new distribution system mains shall be constructed of materials and <br /> 30 installed in accordance with the City Standard Specifications <br /> conforming to the appropriate American Water Works Association standard <br /> 31 as determined by the Utilities Superintendent. <br /> 32 <br /> 2 <br />
