x. The proposed treatment of all public street frontages and <br /> the continuous landscaped buffer adjacent to I-5, including <br /> materials and techniques used, such as screens, fences, <br /> walls or vegetation. <br /> xi. Plans for external signing and lighting. <br /> xii. A conceptual graphic indicating the proposed external <br /> appearance, use of materials and colors for each of the <br /> proposed structures. <br /> C. Each detailed site plan, and accompanying materials, shall be <br /> submitted to the City of Everett Planning Department for review <br /> and approval. The criteria for such review, and the approval, <br /> modification or denial of the detailed site plan, shall be in <br /> conformance with this Agreement, the Comprehensive Plan, and the <br /> conditions of the Zoning report as approved by the Hearing <br /> Examiner. Any party disagreeing with the Planning Department's <br /> administration of the site plan review process may make an appeal <br /> before the City Hearing Examiner. Upon final approval of a <br /> detailed site plan for any phase of development, the same shall <br /> become an integral and binding part of this Zoning Agreement. <br /> Development of each phase shall be in conformance with the <br /> applicable site plan. <br /> 3. ACCESS <br /> Primary access to the subject property shall be via the improved P.U.D. <br /> right-of-way. In no event shall the access be provided to the subject <br /> property via 92nd Street S.E. <br /> Emergency access shall be provided to the subject property via the 30' <br /> access easement shown on the adjacent property to the south. The <br /> easement shall be limited to emergency use and/or pedestrian use and <br /> shall not provide general vehicular access to the property. <br /> CONCOMITANT AGREEMENT - 3 <br />
