Courthouse Modernization • Traffic and Parking Evaluation <br /> The additional building will only createapproximately 5,008 SF of additional new space for <br /> employees,including courtrooms, office space and work stations after the modernization/security <br /> enhancements and building code updates. A full description of the changes is discussed in more <br /> detail later in this report under Section 3 Methodology. <br /> 2.2 Renovation <br /> The existing building will undergo substantial seismic retrofitting and renovation as part of the . <br /> Snohomish County Courthouse Modernization.This will include seismic bracing,a single secured <br /> elevator for staff access, reconfiguration to•allow for secure inmate transfer between the elevator <br /> corridor and adjacent courtrooms. Other renovation will involve enlarging existing courtrooms, <br /> restrooms and public access corridors to provide accessibility for disabled individuals and <br /> relocation of several law and justice functions that are all presently occurring at the existing • <br /> courthouse or on the campus today. <br /> 2.3 Building Space Summary <br /> • <br /> The Snohomish County Courthouse Modernization project is primarily a safety project and <br /> bringing the building up to code since the internal spaces to be renovated currently do not have <br /> room to accommodate the separate public, staff, and security circulation and access which are <br /> consistent with modern courthouse security protocols. That required renovation of the existing <br /> building loses functional space that will be replaced in the new building. The one arguable <br /> exception is the 13th courtroom which presently rotates around the other courtrooms as schedule <br /> allows. However, the personnel associated with the 13th courtroom are on site today, but do not <br /> have their own dedicated courtroom. <br /> Occupancy and utilization of the existing Snohomish County Courthouse following completion of <br /> the modernization project will remain unchanged and it will continue to provide the same public <br /> services currently occurring at the site, consisting of the following: Superior Court and District <br /> Court (including Judiciary, Commissioners and administration); Sheriff's Office (including <br /> licensing and registration,investigations and administration);and County Clerk. <br /> While the new addition will provide for one additional Superior Court Courtroom,that courtroom <br /> will serve an existing judicial seat which is currently based at the courthouse and, thus,will not <br /> result in any increased staffing or full-time equivalent (FTE's) on campus.Accordingly, the <br /> modernization project is not anticipated to generate any increased use, occupancy or traffic <br /> generation associated with the Snohomish County Courthouse.It is further noted that cumulative <br /> FTE staffing levels on the County Campus have never reached the 1,908 FTE projections utilized <br /> by the City of Everett in the existing 2002 Development Agreement upon which the current <br /> parking requirements are based; current FTE staffing level on Campus is approximately 1,615 <br /> FTEs. Lastly, a Supplemental Transportation Impact Analysis completed in December 2014 <br /> relating to the former courthouse replacement project demonstrated that there remains excess C <br /> parking capacity within the existing county garage and that the proposed Snohomish County <br /> Courthouse Modernization project will not generate any additional employees,visitors or jurors. <br /> • <br /> Gibson Traffic Consultants,Inc.
