Courthouse Modernization Traffic and Parking Evaluation <br /> 3. METHODOLOGY <br /> 3.1 General <br /> Trip generation calculations for the additional building would normally utilize average trip <br /> generation rates from the Institute of Transportation Engineers(ITE) Trip Generation Manual, 9Ih <br /> Edition (2012). ITE Land Use Code 733, Government Office Complex,has been utilized for the <br /> proposed use. ITE has two variables for measuring increased traffic due to new or changed use <br /> buildings. A detailed review of staffing and building operations for existing and post project <br /> evaluation indicated that there will be no increase in working stations or FTE's. <br /> The existing Courthouse has 230 work spaces (office or workstation/FTE)while the table below <br /> shows there will only be 226 work spaces for the new and renovated building after the project.The <br /> only new dedicated functional space after the modernization project is one new superior trial <br /> courtroom that occupies 1,511 SF and jury deliberation space of 304 SF.There will also be 3,193 <br /> SF of unassigned shell space which can be used for additional staff/programs in the future. <br /> Therefore, the total additional space that could arguably generate more peak-hour trips due to <br /> simultaneous operations of all the courts and shell space would be 5,008 SF.It is important to note <br /> that the number of daily trips is not anticipated to increase since the court is presently being held <br /> on site today but rotates to open space as schedules allow.
