Courthouse Modernization Traffic and Parking Evaluation <br /> the site(excluding all offsets for ADA/security/seismic improvements)the project has the potential <br /> to generate 14 new PM peak-hour trips. Averaging the two available ITE variables, FTE's and <br /> square-footage,results would produce an average of 7 new PM peak hour trips. <br /> 5. EXISTING CONDITIONS/APPROVALS COMPARISON <br /> The new PM peak-hour traffic counts on Oakes Street were compared to traffic values in the 2014 <br /> Perteet study for the same study intersections.The volume comparison showed that the 2017 traffic <br /> counts are approximately 30% lower than the projected traffic volumes documented in the prior <br /> campus study.Therefore,the 2014 Perteet study should still be considered valid. <br /> Additionally, the 2014 Perteet report did extensive parking utilization counts at the surrounding <br /> streets. The City of Everett also conducted an extensive downtown parking utilization study in <br /> 2015/2016. The results of those studies indicated that the morning has the highest peak parking <br /> demand around the downtown. The results of the City of Everett's 2015/2016 study show the <br /> average utilization on the blocks around the campus have gone down since the 2014 Perteet study. <br /> The reallocation of Snohomish County vehicles and staff to the new Cathcart Way facility has had <br /> a positive effect on parking availability on the streets during the peak parking demand times. <br /> Campus parking staff have also identified that there are over 200 empty county owned parking <br /> stalls, on average, on or adjacent to the Snohomish County campus during the critical morning <br /> parking demand peak. This indicates that the parking situation at and around the campus is better <br /> than the 2014 Perteet study had reported. <br /> While the new addition will provide for one additional Superior Court Courtroom,that courtroom • <br /> will serve an existing judicial seat which is currently based at the courthouse and will therefore <br /> not result in any increased staffing or FTE's on campus.Accordingly,the modernization project <br /> is not anticipated to generate any increased use, occupancy or significant traffic generation. It is <br /> further noted that cumulative FTE staffing levels on the Snohomish County Campus have never <br /> reached the 1,908 FTE projections utilized by the City of Everett in the existing 2002 Development <br /> Agreement upon which the current parking requirements are based; current FTE staffing level on <br /> Snohomish County Campus is approximately 1,615 FTE's. Lastly, the data provided in the <br /> Supplemental Transportation Impact Analysis completed in December 2014 relating to the former <br /> courthouse replacement project is still valid based on recent traffic counts and the City of Everett's <br /> latest parking utilization study. <br /> Gibson Traffic Consultants,Inc.
