The goal of a JLUS is to reduce potential conflicts <br /> between military installations and surrounding areas while accommodating new growth and economic development, <br /> protecting public health and safety,and protecting the operational missions of Naval Station Everett(NSE). <br /> Naval Station Everett's waterfront installation supports the Naval Destroyer Squadron Nine,Naval Surface Group <br /> Pacific Northwest, and the Naval Reserve Component Command Northwest. NSE will be getting an additional <br /> aircraft carrier in FY 2019. This will bring an additional approximately 3,000 sailors and their families to the <br /> community.With the recent return of homeported destroyers and the upcoming aircraft carrier,the population of NSE <br /> will nearly double.Everett's industrial waterfront and surrounding neighborhoods are beginning to transition into <br /> mixed-commercial and residential uses,placing additional pressures on the freight routes. These issues can lead to an <br /> increased potential for land use conflicts between NSE and surrounding jurisdictions. <br /> JLUS's are funded through the Department of Defense's Office of Economic Adjustment(OEA).Naval Station Everett <br /> submitted a nomination for a JLUS study in September 2015,for which the City of Everett provided a letter of <br /> support. OEA will visit NSE and local jurisdictions, including the City of Everett, in early 2018 to conduct a technical <br /> assessment and determine if a JLUS is warranted for NSE.If OEA finds a JLUS is warranted for NSE,then a lead <br /> agency can apply for a grant application to fund the JLUS.Funding can be used for staffing,data collection, <br /> consultants,and the drafting of the JLUS. OEA requires a 10 percent match on the JLUS grant. Depending on timing <br /> of the JLUS grant application,the JLUS could begin in 2018 or 2019. <br /> 1 <br />
