1 <br /> S <br /> 8 <br /> Stay Out of Areas of Prostitution <br /> Declaration of Lieutenant Jim Duffy I <br /> December, 2017 <br /> I, James Duffy,certify(or declare)under penalty of perjury under the laws of the State of <br /> Washington that the following is true and correct: <br /> 1. I am a Lieutenant with the Everett Police Department, and have been assigned as the <br /> Lieutenant of the Special Investigations section of the Investigations Division since <br /> April 2010. <br /> 2. I have been a police officer with the Everett Police Department since June 30, 1985. <br /> During my service in Everett I have worked as a patrol officer for 10 years,including <br /> 7 as a K-9 Officer. I was then assigned as a narcotics detective for 4 years,patrol <br /> sergeant for approximately 1 year and then 5 years as a sergeant at the Snohomish <br /> Regional Drug Task Force. Following this I served over a year as a patrol and Pro- <br /> Act unit sergeant. <br /> In June 2008 I was promoted to Lieutenant and worked as a nightshift Watch <br /> Commander. In April 2010,I was assigned to my current position where I supervise <br /> the Special Investigations Unit(SIU). <br /> 3. The Special Investigations Unit has numerous responsibilities. SIU gathers <br /> intelligence and is the intelligence hub for the northern half of western Washington. I <br /> also oversee investigations that involve prostitution,gangs, organized crime, and <br /> domestic terrorism. Additionally,I manage our digital and computer forensics unit. <br /> 4. During my assignment in the Special Investigations section,I have been made aware <br /> of prostitution related activity through a variety of sources,which include reports <br /> from patrol officers and supervisors,referrals from the Everett Police Department <br /> community web page,command-level personnel,as well as direct contact and <br /> complaints from citizens and business owners in the community. <br /> I have participated in numerous planned arrest operations where we contact subjects <br /> who were seeking to engage the services of a prostitute("John Stings")as well as <br /> numerous operations to contact and arrest working prostitutes in various locales <br /> within the city of Everett. I also participated in these types of operations during my . . .. . . <br /> assignments in patrol and the Pro-Act Unit.I have become educated and extremely 1. <br /> familiar with the behavior and trafficking patterns of people who would engage in <br /> acts of prostitution. <br /> 5. I have reviewed all of the aforementioned available data dating back to January 2016 <br /> and I also consulted with other members of the Special Investigations Unit.
