•
8. A one year warranty is required on the public improvement for an amount not less than 10% of the
cost of construction and shall run for one year from the date of final approval/issuance of the first
Occupancy Permit.
9. On-site watermain will be staked within an easement to the City. The easement will be submitted
to the City prior to issuance of permits.
10. As-builts of storm sewer, sanitary sewer, and water systems will be required to be submitted per
City Design and Construction Standards and Specifications for Development.
11. A permit is required for the destination of the fill.
12. Temporary erosion control measures for construction activity must be operational prior to
commencement of any clearing or earthwork.
13. Installation of a new bus stop at 10th St., 90 feet north of the intersection of N Broadway and 10th
St., allowing Everett Transit to serve WSU with routes 7 and 29. This stop would allow students, staff or
visitors taking routes 7 or 29 northbound to deboard on the same side as the WSU building, as opposed
to adding cross traffic on N Broadway from College Station. There is currently a southbound stop at
10th St., and the addition would provide consistency of service.
14. Move the current bus stop one block north, in front of Subway. This will allow the partner agencies
to continue serving their customers during construction, and provides consistency of service by placing
the northbound stop across from the southbound stop. Everett Transit would also be able to serve this
new location with the 4 and 5 routes.
15. Stormwater for this project shall be managed in accordance with PWP #2-11 or other directions as
given by the City of Everett Sewer Planning Group.
16. This project is subject to Transportation Mitigation in accordance with Ordinance 3387-14
(codified as EMC 18.40) and subsequent revision. Applicant is encouraged to obtain a copy of the
Ordinance and determine applicable mitigation fees and/or other requirements prior to building permit
application. The actual charges and requirements shall be as per the information on the approved plans
at the time of building permit issuance and the ordinance in effect at that time. This project shall
generate a net increase of 132 PM Peak Hour trip per the draft Traffic Impact Analysis prepared by
Heffron Transportation, Inc. and dated January 29th, 2015. The trip generation.component of this draft
study is acceptable as submitted. If calculated today (May 28, 2015) this project would owe a traffic
mitigation fee of$316,800 upon building permit issuance.
17. We recommend that the current midblock bus stop location be considered for a future bus rapid
transit stop or light rail station, especially if a mid block pedestrian crossing or overpass are incorporated
in future plans.
18. Tie- ins for the fire and domestic services will be with two cut in tee's with an eight inch valve on
either side so the building can be fed from either direction.
19. The four inch meter vault is to be in landscaping or walkway as close to the eight inch water main
as is practical and an easement provided for same. If in a walkway the doors must have a non-slip
surface.
5/l
