February 7, 2018 <br /> COUNCIL BRIEFING AGENDA: <br /> COUNCIL BILL 1802-06 <br /> FIRST READING: <br /> AN ORDINANCE creating a Special Improvement Project entitled <br /> "Forest Park Swim Center Renovation and Repairs Project," Fund <br /> 354, Program 055, to accumulate all costs for the Improvement <br /> Project <br /> Presented by Bob Leonard, Parks <br /> COUNCIL BILL 1802-07 <br /> FIRST READING: <br /> AN ORDINANCE amending the Zoning Code (EMC Title 19, as <br /> amended) Definition of "Clinic" and repealing Sections 2, 4, and 5 <br /> of Ordinance No 2708-03 <br /> Presented by Allan Giffen, Planning <br /> The following individuals expressed concern about the potential problems <br /> and costs associated with siting clinics in downtown Everett: Dana Oliver, <br /> Downtown Everett Association; Melissa Springer and Andy Hall, both of <br /> Everett. <br /> Diane Claussen, Everett, expressed the need for services that are located <br /> in the downtown. <br /> Victor Harris, Everett, inquired about how the proposed ordinance <br /> changes relate to the Everett Metro plan. <br /> Council Member Murphy expressed the need for additional information <br /> about the following regulation options that were presented to the Planning <br /> Commission for consideration: 1) prohibit clinics altogether in downtown <br /> Everett, 2) not allow clinics on the ground level of buildings on streets <br /> designated as retail, and 3) limit the size of clinics.
