CITY OF EVERETT PUBLIC WORKS 00 22 13 <br /> SPECIAL PROVISIONS SUPPLEMENTAL INSTRUCTIONS <br /> TO BIDDERS <br /> DOCUMENT 00 22 13 —SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> 1.1 GENERAL <br /> A. It is the intent of City to award a contract to the lowest responsive and responsible Bidder. <br /> 1 Before award, the Bidder must also meet the supplemental bidder responsibility criteria listed <br /> below. <br /> B. Further,the apparent low Bidder and second apparent low bidder must submit the Bidder <br /> Qualification Statement (DOCUMENT 00 45 13) and any other documentation listed <br /> below to the City within one business day after the bid opening, unless the City's project <br /> manager,in writing,allows additional time. <br /> C. The City reserves the right to require such documentation from other bidders also. <br /> 1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br /> A. Experience of Contractor or Subcontractor (Golf Course Builder). Golf Courses are not <br /> considered standard landscaping construction; they require unique shapes, features, finishes, <br /> and coordination with many golf specific trades. All work must be carefully sequenced and <br /> completed with precision for the golf facility to function and be properly maintained. <br /> 1. Criteria: To be considered a qualified and responsible Bidder, the Bidder shall provide <br /> documentation establishing that the Bidder and/or subcontractor has satisfied the <br /> expeince requirements listed below: <br /> a. Golf Course Builder shall be a Certified Building Member of the Golf Course <br /> Builders Association of America, GCBAA <br /> ' b. Bidder shall respond to the following and demonstrate documented experience <br /> with golf course design and layout, clearing, earth-moving, finish grading, <br /> drainage, green construction, bunker construction, pond construction, irrigation, <br /> fertilization, seeding, soil structure, environmental regulations, cart paths, and <br /> grow-in. <br /> 1) Bidder and/or subcontractor shall have completed a minimum of three (3) <br /> golf course remodel projects on public, open for play municipal golf courses <br /> within the last seven (7) years , with a minimum value of$250,000.00 for <br /> each project reference provided. <br /> 2) Bidder and/or subcontractor shall have completed a minimum of two (2) 18- <br /> hole golf projects in the last seven (7) years with a minimum value of$3 <br /> Million dollars each. <br /> 3) Bidder and/or subcontractor shall have completed a minimum of three (3) <br /> feature/detention pond installations on golf courses with a minimum size of <br /> 0.75 acres each. <br /> 4) One of the example projects shall have been completed in the HIGH <br /> PIEDMONT REGION as classified by the GCBAA or in the Pacific <br /> Northwest. <br /> 5) One of the example projects shall all include USGA green and bunker <br /> renovation. <br /> Legion Golf Course Stormwater Detention Project December 1, 2017 <br /> WO#UP3620 00 22 13 - 1 <br />
