17. The Applicant shall provide a critical areas covenant in which specific restrictions <br /> within the critical areas are set forth. <br /> 18. Parking facilities are to be designed and landscaped to minimize adverse impacts <br /> upon adjacent shoreline and abutting properties. Landscaping shall be provided <br /> consistent with zoning code standards, and the Applicant is required to provide a <br /> minimum of 71 off-street parking spaces. <br /> 19. The signs proposed by the Applicant appear to be permitted signs. However, the <br /> Applicant shall have the signs reviewed by the City. If necessary, the Applicant <br /> shall obtain a sign permit for the signs and any other future proposed signs. Any <br /> signs not approved under this Shoreline Permit require a Shoreline Permit if the <br /> value of the signs exceeds $6,416, and the City determines that sign permits are <br /> needed. <br /> 20. All signs shall be located and designed to minimize interference with vistas, <br /> viewpoints and visual access to the shoreline. When feasible, signs shall be <br /> mounted flush with the building or awning. No sign, other than directional signs, <br /> shall be placed in a required view corridor or vista unless mounted flush against <br /> the building. <br /> 21. Lighted signs shall be hooded, shaded or directed downward onto the site and <br /> away from surrounding properties or watercourses. <br /> 22. Except for public advisory signs, no sign shall have blinking, flashing, fluttering or <br /> other illumination devices which have a changing light intensity or brightness, or <br /> which are so constructed and operated as to create an appearance of animated <br /> writing or printing, including changing message signs. <br /> 23. Navigation channels are to be kept free of hazardous or obstructive uses and <br /> activities. <br /> 24. All overhead wiring and plumbing are prohibited on piers or docks. <br /> 25. Pilings and deck materials shall be made of inert non-polluting material or other <br /> materials approved by applicable state agencies. <br /> 26. The wharf shall be designed and constructed to allow emergency equipment, <br /> vehicles and personnel access to reach the surface areas of the wharf. <br /> 27. The wharf may not extend beyond the outer harbor line or the pierhead line. <br /> 15 <br />
