pp. User Fees. "User Fees" are fees for service charged to Participating <br /> Agencies for all services for Emergency Communication Services provided by <br /> Snohomish County 911 whether provided to Principals or Subscribers. User Fees <br /> exclude fees for Additional Services and nominal annual membership fees charged to <br /> Associate Agencies. User Fees charged to Subscribers may be approved by Simple <br /> Majority Vote of the Governing Board. <br /> qq. 911 Calls. "911 Calls" are those calls received or dispatched via the <br /> statewide emergency communication network of telephone or via other communications <br /> means as described in chapter 38.52 RCW. <br /> SECTION 4. SNOHOMISH COUNTY 911 SERVICES. <br /> a. Snohomish County 911 has the responsibility and authority for providing <br /> Emergency Communication Services and all related incidental functions for <br /> communicating and dispatching services between the public and Participating Agencies <br /> in the furtherance of improved public safety and emergency response, including the <br /> following more specifically described services (collectively, "Emergency <br /> Communication Services"): <br /> i. Receiving 911 Calls and non-emergency public safety calls for <br /> police, fire and medical services; <br /> ii. Notifying, dispatching, directing, supporting and coordinating <br /> public safety personnel response, including dispatching emergency police, fire, <br /> medical and other special or supporting specialized emergency responses services <br /> and resources (for example and without limitation, SWAT response); <br /> iii. Hosting, configuring, and administering public safety technology <br /> networks, systems and applications in support of the delivery of Emergency <br /> Communications Services; <br /> iv. Updating, maintaining and managing radio communications <br /> systems (excluding, unless specifically approved by Governing Board, the <br /> Emergency Public Safety Radio System), computer systems, support files and <br /> resource materials necessary to accomplish the above; <br /> v. Police Records Services; <br /> vi. Establishing and updating from time to time standard protocols for <br /> communications to and from personnel in the field; <br /> vii. Providing certain Ancillary Services; and <br /> 10 <br />
