viii. Upon a Supermajority Vote of the Governing Board, providing <br /> services then-provided by SERS together with all necessary or advisable <br /> additional services and actions directly related to SERS. <br /> b. From the Consolidation Effective Date through December 31, 2019, <br /> Snohomish County 911 shall provide Enhanced Police Records Services to Principals and <br /> Subscribers who were SNOCOM member agencies with Police Agencies that are <br /> Directly Served by Snohomish County 911. During this time, such services will be <br /> deemed Ancillary Services and are hereby approved as Ancillary Services. No later than <br /> May 2019, the Executive Director will make a written recommendation to the Governing <br /> Board as to whether, beginning on January 1, 2020, Enhanced Police Records Services <br /> should be: (i) discontinued; (ii) offered to all Participating Agencies; or (iii) continue to <br /> be provided only to former SNOCOM Police Agencies, and whether such services should <br /> be treated as Ancillary Services or Additional Services. The Governing Board shall make <br /> a determination regarding the treatment of Enhanced Police Records Services no later <br /> than June 30, 2019. <br /> c. Snohomish County 911 may also, when authorized by a Simple Majority <br /> Vote of the Governing Board, provide Additional Services. Additional Services will be <br /> offered by separate contract as optional services to Participating Agencies. Charges for <br /> Additional Services, if any, shall be accounted for separately and shall not be included in <br /> the calculation of User Fees. <br /> SECTION 5. SNOHOMISH COUNTY 911 POWERS. <br /> Snohomish County 911, through its Governing Board, shall have all powers allowed by <br /> law for interlocal agencies created under RCW 39.34.030 and chapter 24.06 RCW, as <br /> they now exist or may hereafter be amended, and as authorized, amended, or removed by <br /> the Governing Board, as provided for in this Agreement, and including but not limited to <br /> the following: <br /> a. Recommend action to the legislative bodies of the Participating Agencies; <br /> b. Review and approve budgets for Snohomish County 911; <br /> c. Establish policies for expenditures of budget items for Snohomish County <br /> 911; <br /> d. Review and adopt personnel policies for Snohomish County 911; <br /> e. Review and approve operating policies and procedures for Snohomish <br /> County 911, its programs and Emergency Communication Services provided pursuant to <br /> this Agreement; <br /> 11 <br />
