ORDINANCE NO. 35 9 2 -18TT <br /> An Ordinance Amending the Comprehensive Plan Land Use Map Designation and <br /> Zoning Map for 1609 Walnut Street Amending Ordinance No. 2021-94, As Amended, <br /> as part of the Annual Docket for 2017-18 <br /> WHEREAS,the City of Everett adopted its first Comprehensive Plan under the Washington <br /> State Growth Management Act(GMA) in 1994 and conducted a comprehensive review and <br /> update of the Plan in 2015; and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City initiated its 2017-2018 annual comprehensive plan amendment process in <br /> July of 2017, which included consideration of Land Use Map amendments, a rezone, and a text <br /> amendment; and <br /> WHEREAS,the property owner at 1609 Walnut St. filed a docket request with the City to <br /> change the designation on the Comprehensive Plan land use designation map and the zoning map <br /> to allow a duplex in the existing residence; and <br /> WHEREAS,notice of the proposed amendments to the comprehensive plan was sent to the <br /> Washington State Department of Commerce on November 1, 2017, and a letter of receipt was <br /> received on November 2, 2017; and <br /> WHEREAS,the Planning Commission held a public hearing on the matter on December 5, <br /> 2017, at which time the Commission heard staff's presentation, held a public hearing with no <br /> public comments given, and considered the site-specific characteristics before passing a <br /> Resolution in support of the proposed map changes. <br /> WHEREAS,THE CITY COUNCIL FINDS: <br /> 1. The proposed map amendments are consistent with GMA goals (RCW 36.70A.020) <br /> that encourage development in urban areas where adequate public facilities and services <br /> exist or can be provided in an efficient manner, and which promote a variety of <br /> residential densities and housing types, and encourage preservation of existing housing <br /> stock. <br /> - 1 - <br />
