2. The proposed map amendments implement these City of Everett Comprehensive Plan <br /> policies: <br /> Assure a wide range of housing opportunities (LU 2.1.1); and <br /> Promote increased densities and infill housing types (LU 2.1.2); and <br /> Consider changes... to provide a wide range of housing types (H 4.1.1); and <br /> Promote housing alternatives to large lot single family detached dwelling (H 4.1.2). <br /> 3. The proposal is consistent with more than three of the required characteristics to amend <br /> the Land Use Map to allow Medium Density Multiple Family Residential as listed in <br /> the Land Use Element, Part V, Section D-- Land Use Designations-Locational Criteria. <br /> 4. The proposed zoning designation is consistent with the proposed comprehensive plan <br /> land use designation and site specific rezone criteria(Section 19.41.160.D.2 EMC). <br /> 5. The proposed map amendments were considered as part of the annual comprehensive <br /> plan docket (2017-18) including an analysis of potential cumulative impacts. <br /> 6. The City completed environmental review and public notice of the proposed map <br /> amendments consistent with the State Environmental Policy Act, Chapter 20.04 EMC, <br /> and Chapter 15.20 EMC including timely notice given to the Washington State <br /> Department of Commerce on November 1, 2017. <br /> 7. The City of Everett Planning Commission held a public hearing on this proposal on <br /> December 5, 2017 and passed Resolution 17-11, recommending adoption of the <br /> proposed map amendments by the City Council. <br /> WHEREAS,THE CITY COUNCIL CONCLUDES: <br /> 1. Any finding in the section above that may be construed as a conclusion is included here <br /> as such by this reference. <br /> 2. The proposed comprehensive plan land use designation map change is required to support <br /> a rezone to allow for a duplex at 1609 Walnut Street which is approximately a 5,000 <br /> square foot lot. <br /> 3. The proposed zoning map amendment will implement the approved comprehensive plan <br /> land use designation, as amended, and allow the existing 2-story home to be divided into <br /> a duplex. <br /> 4. The public health, safety and welfare would be maintained with passage of this ordinance <br /> by providing an additional housing unit in an urban area with multi-family as the <br /> predominant housing type. The existing, developed lot has an alley for access and <br /> parking with Walnut Street served by a nearby Everett Transit stop. <br /> - 2 - <br />
