that the problem with siting a facility in a smaller City is there are fewer available buildings that fit the <br /> THS business model. <br /> Commissioner Lark asked Mr. Berkedal if they could site a facility along Broadway. Mr. Berkedal <br /> responded that nothing was currently available on Broadway; however,the proposed regulations are a <br /> step forward in that respect. Commissioner Lark asked about the numbers on overdose deaths in <br /> downtown Everett. Mr. Berkedal responded that he didn't have the current statistics but understood <br /> that the numbers have increased since 2015. <br /> Commissioner Beck encouraged Mr. Berkedal to look for successful case studies on opiate substitution <br /> treatment facilities from other cities as an educational tool to show where clinics have been <br /> incorporated into high density areas such as the downtown,where clients are being treated and served <br /> and the community is still thriving. <br /> Citizen Comments <br /> Tracy McGrew, 3324 Rockefeller, stated that she wasn't opposed to siting the facility at the Trask <br /> Medical Center. She was aware of crime happening in the community due to the opioid epidemic. She <br /> felt there was a need for the facility because it helped people become productive members of the <br /> community. She was concerned about traffic and her property values; however,she understood the <br /> need for another facility. <br /> Commission Discussion <br /> Chair Holland asked about the public review process. Mr. Giffen responded that a public notice would <br /> be required to property owners within 150 feet of the proposed site. <br /> Commissioner Jordison stated that public fear and suspicion for these types of facilities wasn't unique to <br /> Everett. He stated that he was supportive of siting a second facility to meet the needs. <br /> Commissioner Lark stated that he felt a key component was education. He felt that there was a public <br /> misconception of who would take advantage of the facility. <br /> Commissioner Sand asked if Commissioners would have an opportunity during the public hearing to <br /> modify the staff recommendation. Mr. Giffen responded yes. <br /> Commissioner Zelinksi suggested that staff amend the definition to change the term "organization" to <br /> "facility." <br /> Commissioner Lark asked staff for a summary. Mr. Giffen responded that staff would amend the <br /> definition as suggested by Commissioner Zelinski. He added that it appeared that Commission would <br /> like to amend the staff recommendation. He stated that if Commissioners were ready to provide some <br /> direction, staff could prepare something in advance of the public hearing. <br /> Commissioner Lark stated that he would like to know if there is a way to allow the facility to locate at <br /> the corner of Rucker and Pacific. Mr. Giffen responded that Commission could recommend that staff <br /> - ---------- ---------- ---- <br /> 5 <br />
