Commissioner Lark stated that the <br /> downtown would be an area that he would be interested in exploring. <br /> Chair Holland suggested that staff could include a review process with specific criteria and a public <br /> hearing for a use proposed within a described geographic area or zone. Mr.Giffen responded that staff <br /> could include an option for a public hearing review process. <br /> Commissioner Jordison stated that he felt there was a level of urgency to find a site and to identify a <br /> location or set of locations that are in proximity to where the facility needs to be, and make that more of <br /> a prioritized pursuit for staff to find locations that work. He added that the City needed to find a way to <br /> make it happen, and look for ways to transcend public fear and suspicion. <br /> Mr. Giffen stated that he would prepare an amendment for the public hearing that would include a <br /> different review process for the downtown area. The review process would provide a more wide spread <br /> notification or a more formalized review process along with some criteria by which the Hearing <br /> Examiner would use to evaluate whether or not a site within a given location is appropriate or not. The <br /> amendment would include two different review processes depending on the geographic area. <br /> Chair Holland asked if the next meeting scheduled would be for a workshop or public hearing. Mr. <br /> Giffen responded that he would prefer to hold the public hearing and if Commissioners weren't ready to <br /> make a decision,the public hearing could be continued. <br /> Commissioner Sand stated that the process Mr. Giffen just described was a good approach and made <br /> sense. Commissioner Lark agreed. <br /> Chair Holland asked Mr. Giffen if he could provide a list of the State siting requirements for the <br /> upcoming public hearing. Commissioner Zelinski asked for maps that show the available zones and the <br /> location of the existing facility. <br /> Chair Holland asked Mr. Giffen if he could respond to the inquiries made by Mr. Harris at the last <br /> Planning Commission meeting. In response to the question regarding the 16-bed rehabilitation facility <br /> proposed on Evergreen, Mr. Giffen responded that the applicant applied for an unlisted use <br /> determination for a transitional facility for people with mental and emotional disabilities that are <br /> transitioning out of an institution and back into society. In response to the question regarding proximity <br /> to the proposed supportive housing project, he stated that there are no separation criteria in the City's <br /> land use code that address housing types. <br /> JUNE 20,2017 <br /> A public hearing to consider amendments to the zoning code regarding the siting of opiate <br /> substitution treatment facilities.The zoning code currently allows only one such facility in the C-1 or <br /> E-1 zone located south of SR-526,and in hospital facilities within the city.The amendments being <br /> considered would allow for one additional opiate substitution treatment facility,not located ina <br /> hospital. The potential locations where such a facility would be allowed are a)(staff proposal) in the <br /> BMU (Broadway Mixed Use)zone located north of 24th Street;or b) (Planning Commission addition) <br />
