in the B-3 (Central Business District)zone except on retail streets as designated on Map No. 22-2 of <br /> the zoning code. <br /> MEETING MINUTES <br /> Allan Giffen, Planning Director, presented information regarding the proposed code amendment. He <br /> presented graphics to show where opiate substitution treatment facilities could locate under the <br /> existing regulations and proposed code amendment. The City did receive some correspondence and <br /> feedback regarding the proposed code amendment. City staff recommends that Commission take public <br /> testimony but take no action on the proposed code amendment to allow for more time for stakeholder <br /> engagement, and to consider a policy for the role of social services in downtown within the Metro <br /> Everett planning process. <br /> Hil Kaman, City Public Health and Safety Director, presented information regarding the City's efforts on <br /> social and health issues and the opioid epidemic. The City's work on this effort grew out of the Streets <br /> Initiative Task Force. <br /> Jeff Ketchel, Interim Administrator for the Snohomish Health District,stated that the health district and <br /> the City are working together to reach a balance between the community concerns and the growing <br /> epidemic. He presented information on how the Snohomish Health District is using assessment, <br /> outreach, and prevention in response to the growing epidemic. He added that the Snohomish Health <br /> District looks forward to participating in discussions with the City on this very complex issue. <br /> Mr. Giffen distributed a letter to Commissioners from Sandra Cramer in opposition to siting the facility <br /> in the downtown area. He added that John Berkedal from Therapeutic Health Services(THS)was <br /> present if Commissioners had questions. <br /> Citizen Comments <br /> Carrie Anderson, Division Manager with Snohomish County Human Services, supported the need for <br /> additional treatment services within Snohomish County. She stated that there are many indications that <br /> Snohomish County is in desperate need of additional opiate treatment resources. She presented some <br /> statistics on the opioid use in Snohomish County. She stated that Snohomish County has contracted <br /> with THS for over 12 years,and THS is a strong partner who is responsive and responsible. There have <br /> been no incidents reported at the current facility located in south Everett. <br /> Mary Dean, 3222 Grand Avenue, stated that she lives a block and half away from one of the proposed <br /> sites, and she would be in support of a facility in her neighborhood. Facilities should be located in areas <br /> that are easily accessible and on good bus lines,that have access to food and water, and that are in <br /> proximity to other resources. She stated that this was a community problem and as a community we <br /> need to come together to solve the problem. <br /> Jim Dean, 3222 Grand Avenue, stated that he would be the Executive Director of the Interfaith Family <br /> Shelter in Everett. Currently,there is a change in state and federal laws on homeless shelters. To get <br /> federal funds, emergency shelters have to become low barrier shelters. What that means is that they <br /> have to open the door to everyone even those that are drug users.
