Allan Miller, 723 Laurel Drive,stated that in order to get people to the clinic and move them on,the best <br /> thing to do is to work with Snohomish County. He suggested that the best place to locate the facility <br /> would be in their remodeled courthouse or across the street because of the proximity to the Police <br /> Station. He stated that there are 50-100 kids that hang around the neighborhood at a church located at <br /> Everett and Rockefeller Avenues because the church provides food and a place to sleep at night. He was <br /> concerned that methadone clients would loiter around the facility just as the kids do around the church. <br /> Motion: Commissioner Dunn made a motion to close the public hearing. Commissioner Tisdel <br /> seconded the motion. <br /> Vote: Commissioner Dunn,yes; Commissioner Lark,yes; Commissioner Lavra,yes; Commissioner <br /> Jordison,yes; Commissioner Tisdel,yes; and Chair Holland,yes. <br /> Motion Carried. <br /> Commission Discussion <br /> Commissioner Dunn asked Mr. Giffen if it was possible to consider the use as an essential public facility <br /> within the Comprehensive Plan, which provides a process for public input, service concentration, siting, <br /> zoning, and those types of considerations. Mr. Giffen responded that is something staff could explore. <br /> Commissioner Dunn suggested that staff could present some educational information regarding crime <br /> statistics in the area of the South Everett facility. Mr.Giffen responded that information is part of the <br /> review that the Downtown Everett Association has requested. <br /> Commissioner Jordison stated that he forwarded an article to City staff and Planning Commission <br /> regarding an overdose case. He was concerned about waiting another 90 days, six months, or a year, <br /> because he heard much more compelling testimony to make haste rather than to wait and delay. He <br /> was in support of the proposed code amendment and felt strongly that time is of the essence. <br /> Commissioner Lark asked about the delayed timeline given the urgency. Mr. Giffen responded the <br /> timeframe depended upon the extent of the review. He stated that he would discuss with staff and <br /> Administration the concerns addressed during public testimony and the Downtown Everett Association's <br /> letter to figure out the timeline and the options. He also will need to speak further with Mr. Kaman, <br /> Snohomish County,and the Health District. <br /> Chair Holland stated that taking action on the proposed code amendment didn't mean that a site for the <br /> facility would immediately become available. At the earlier public workshop,THS had some problems in <br /> locating a facility on the Broadway corridor. Commission had also discussed the possibility of a review <br /> process that would include a public hearing and a set of criteria the proponent would have to meet. <br /> Commissioner Tisdel asked Mr. Giffen if the proposed code amendment only allowed for one additional <br /> facility. Mr. Giffen responded yes. Commissioner Tisdel stated that there is the perception issue, and <br /> because of that and the importance of the issue, he didn't want Commission to move too fast and make <br /> the wrong decision. <br /> -------- ------- ---------- ------- <br /> 9 <br />
