He didn't want to delay the action. <br /> Chair Holland asked if staff could provide a timeline on the course of action. Commissioner Dunn asked <br /> if staff would be ready for Commission to take action on July 18. Mr. Giffen stated he was not sure. He <br /> added that he would have to discuss with Administration and staff. Commissioner Lark asked if that <br /> schedule would be ready for the meeting on July 18. Mr. Giffen stated that he couldn't commit to any <br /> specific course of action until he met with Administration, City staff, and the City's community partners. <br /> NOVEMBER 7,2017 <br /> A public hearing to consider amendments to the zoning code regarding the siting of opiate substitution <br /> treatment facilities.The zoning code currently allows only one such facility in the C-1 or E-1 zone located <br /> south of SR-526, and in hospital facilities within the city.The amendments being considered would allow <br /> for one additional opiate substitution treatment facility, not located in a hospital. The potential <br /> locations where such a facility would be allowed are a) (staff proposal) in the BMU (Broadway Mixed <br /> Use) zone located north of 24th Street; or b) (Planning Commission addition) in the B-3 (Central Business <br /> District) zone except on retail streets as designated on Map No. 22-2 of the zoning code. <br /> MEETING MINUTES <br /> Allan Giffen, Planning Director, presented information on the current and proposed regulations,the <br /> number of social services currently in the City, business locations in downtown and north Everett, and <br /> written comments received. He recommended that Commission take public testimony, close the public <br /> hearing and continue the hearing until December 5th, and discuss items for staff to address for <br /> December 5 hearing. The continuance allows staff to continue reviewing questions raised by <br /> Commissioners and the public including legal developments that have arisen since the City first enacted <br /> the 2003 opiate substitution-treatment facility regulations. He stated that the recommendation in the <br /> staff report was withdrawn pending further review. <br /> Hil Kaman,the City's public health and safety director, provided information about parallel efforts the <br /> City is making to increase access to treatment within the City. <br /> Commission Discussion <br /> Commissioner Beck asked about public outreach information and education, and if there was any <br /> information that addressed treatment for citizens who are not homeless. Mr. Kaman responded that <br /> the current effort focuses on the visible signs of addiction the City's first responders are dealing with on <br /> the streets. Commissioner Beck asked if the City was coordinating their efforts with the Health <br /> Department. She stated that there are limited resources and treatment clinics are one of the most <br /> effective methods out there. <br /> Commissioner Zelinski asked Mr. Kaman if he knew where the health care providers stand on the issue. <br /> Mr. Kaman responded that he has had conversations with Providence, Kaiser, and the community health <br /> center who are all exploring how to provide that service. <br /> ---------------- — -------------— — <br /> 10 <br />
