any action,to allow staff additional time to research the number,location,and types of services <br /> provided by social service providers in the City. <br /> Other Non-Code City Actions Related to Opioid Addiction.In previous Planning <br /> Commission workshops on the code amendment,the City's Health and Public Safety Director, <br /> Hil Kaman,has described other actions the City has been taking to address issues of addiction, <br /> mental health and community impacts. The City continues to communicate and coordinate with <br /> Snohomish County,the Snohomish Health District,and others,to increase access to treatment,. <br /> coordinate services,prevent overdoses, and limit collateral impacts in the community. <br /> Correspondence Received: Letters and emails related to the code amendment are attached in <br /> Exhibit 2. Please note the correspondence between the City of Everett and the City of <br /> Marysville,Snohomish County,and the Tulalip Tribes,in which Everett asked if those <br /> jurisdictions allow for opiate substitution treatment facilities in their land use regulations. <br /> Marysville and the County provided written responses indicating that their land use regulations <br /> do allow this use. <br /> One letter the City received was from the Imagine Children's Museum asking a series of <br /> questions about methadone clinics. THS did provide detailed responses to most of those <br /> questions in the attached correspondence. <br /> Staff Research on Location of Social Services: Following the Planning Commission meeting <br /> of June 20,2017,staff conducted research related to the number,location,and type of social <br /> service facilities in Everett. This was done,in part,to determine if the City should develop land <br /> use policy and regulations for social service uses in the context of the Metro Everett Subarea <br /> planning process that are broader in scope than the current code amendment process. <br /> City staff have attempted to identify all of the social service uses located in Everett,and to map <br /> their service locations to determine if there is a greater concentration of services in the <br /> downtown area than other parts of the city. Attached are three maps in Exhibit 3 showing the <br /> locations of all social service providers staff could identify in Everett,with a listing of the <br /> specific service tied to locations on the map. The map also shows the relative density of <br /> businesses throughout the city. The map does clearly indicate that there is a much greater <br /> concentration of social service uses in the downtown than in other areas of the city. It also <br /> shows that the greatest concentration of businesses in Everett is in the same general downtown <br /> area. <br /> Police Department Data: At the October 3,2017 Planning Commission meeting, <br /> Commissioner Beck asked if the staff report for the November 7 Planning Commission public <br /> hearing would include information from the police department regarding whether or not there is <br /> any criminal activity around the THS facility in south Everett. Police Chief Dan Templeman has <br /> provided a report showing calls for service data in the area, and for four other locations, <br /> including north Broadway and in downtown(see attached report in Exhibit 4). The report does <br /> not state any conclusions about the incidence of crime in any of the locations,and includes the <br /> following statements: <br /> Staff Report - Page 2 <br />
