• The following data should not be used to conclude that crime is higher around a methadone <br /> clinic, or that there is no impact on crime in areas surrounding a methadone clinic. <br /> • It is difficult to identify any specific crime patterns or impact the THS facility has on the <br /> surrounding community due to the unique characteristics of the site itself,as well as those of <br /> the surrounding neighborhood. <br /> Existing Comprehensive Plan policies: The comprehensive plan does not include any specific <br /> policies concerning opiate substitution treatment facilities,or for social services in general. <br /> The following excerpt is from the comprehensive plan's existing Metropolitan Center land use <br /> policies,which includes the area in which the B-3 zone(Central Business District)is located. <br /> The excerpt describes the general intent for land uses in the area that is subject to the current <br /> Metro Everett Subarea planning process: <br /> The Everett Metropolitan Center is expected to experience significant growth and <br /> redevelopment. Although the Center has been called out as a land use designation under the <br /> commercial land use policies, it is and will continue to be a mixed-use district. The <br /> Metropolitan Center policies encourage (i)redevelopment with a wide variety of office, <br /> governmental, retail,professional service, and residential uses; (ii) a vibrant,people- <br /> oriented, compact and walkable setting; (iii)an emphasis on increasing the residential <br /> composition of the center and(iv) improving the public transportation system serving the <br /> center. <br /> The following is an excerpt from the comprehensive plan's existing commercial land use <br /> policies,which cover all the commercial land use designations in the city,including the BMU <br /> (Broadway Mixed Use)zone. This excerpt describes the general intent for commercial land uses <br /> in Everett: <br /> The commercial land use policies emphasize the improvement and redevelopment of existing <br /> commercial areas in preference to the establishment of new commercial zones. The Land <br /> Use Element provides for an adequate amount of commercial land that will meet the retail <br /> and service needs of the Everett community, while emphasizing the improvement of existing <br /> commercial areas, especially in proximity to public transportation facilities. <br /> Memorandum from City Economic Development Director: The City's Economic <br /> Development Director,Lathe McMullin,has provided a memorandum recommending that the <br /> Planning Commission not allow a second opiate substitution treatment facility within the B-3 <br /> zone. Her memo,attached as Exhibit 5,provides the reasons for her recommendation. <br /> Other Exhibits: Other exhibits not listed above include: <br /> Exhibit 6: DSHS Fact Sheet—Opiate Substitution Treatment Services <br /> Exhibit 7:National institute on Drug Abuse,NIH Publication Number 05-4165, describing <br /> methadone and buprenorphine,two drugs used to treat opiate addiction. <br /> Staff Recommendation: Staff recommends that the Planning Commission approve the <br /> proposed amendments as stated below.
