Proposed Amendments: The following are the proposed amendments to the zoning code <br /> regulations: <br /> Definition: The definition of"Opiate substitution treatment facility"would be changed as <br /> follows: <br /> "Opiate substitution treatment facility"means a facility in which is located an organization <br /> that administers or dispenses an approved drug as specified in 292 CFR Part 291 for <br /> treatment of detoxification of opiate substitution. The agency organization is: <br /> 1. Approved by the Federal Food and Drug Administration; <br /> 2. Registered with the Federal Drug Enforcement Administration; <br /> 3. Registered with the State Board of Pharmacy; <br /> 4. Licensed by the county in which it operates; and <br /> 5. Certified as an opiate substitution treatment agency by the State Department of Social <br /> and Health Services. <br /> Special Regulation(56)in Use Table No. 5.2 would be changed to read as follows: <br /> (56)This use ispermittedsubject to the following regulations: <br /> A)Permitted only in the C 1 zone E-1 and E-1 MUO zone areas located south of SR-526, in <br /> the BMU zone located north of 24th Street,and or in the two existing a hospital facilities <br /> currently located in Everett or hospital facilities, as defined in this title, that may be <br /> established in the future subject to Review Process II. <br /> b)Only ere-two opiate substitution treatment facility facilities may be established in the city <br /> treatment facilities as essential public facilities under said ordinance,and must comply with <br /> said ordinance as well as all other applicable regulations.. <br /> c)In the E-1,E-1 MUO,or BMU zones,the applicant shall provide with their application a <br /> plan describing how the facility will be managed to minimize impacts of the facility on the <br /> neighborhood related to traffic,parking.and public safety. <br /> The following section shall be added to EMC 19.41.150.D: <br /> Staff Report-Page 5 <br />
