recommending that the City Council approve the proposed amendments to the Everett Municipal <br /> Code. <br /> The staff recommendation does not include allowing the use in the B-3 zone,the reasons for <br /> which are stated below. However,as requested by the Planning Commission,an alternative <br /> resolution that would include the B-3 zone is attached following the staff recommended <br /> resolution. <br /> 1. The documented need for additional treatment for opiate addiction,according to the <br /> Snohomish County Human Services Department,is most prominent in north Everett, <br /> Marysville, and Tulalip. Allowing a second facility in the city in the BMU zone north of <br /> 24th Street provides the opportunity to site a facility in proximity to the population for <br /> which the need for treatment has been documented. <br /> 2. Allowing a second facility within Everett along the Broadway arterial corridor in the <br /> BMU zone north of 24th Street provides the opportunity to site a facility in a business • <br /> district with convenient vehicular access and frequent public transit service. <br /> 3. The existing opiate substitution treatment facility located in south Everett has operated <br /> successfully within a commercial corridor outside of downtown for approximately 15 a <br /> years,with minimal impact on the community. <br /> 4. Other jurisdictions,specifically the City of Marysville and Snohomish County,do allow <br /> for the siting of an opiate substitution treatment facility in their land use regulations, <br /> should providers not be able to site a facility in the BMU zone north of 24th Street. <br /> 5. The B-3 zone area of downtown Everett has a disproportionate share of social services <br /> withix the city. While social services are an important part of the mix of land uses in a <br /> central city and county seat,not all services need to be located downtown when there are 1 <br /> other areas that are suitable for the use. <br /> 6. Businesses located in downtown have expressed concerns about impacts to business of <br /> allowing additional social services,and specifically an opiate substitution treatment <br /> facility,in the B-3 zone. <br /> 7. The City's Economic Development Director has provided a memorandum to the Planning <br /> Commission recommending against amending the zoning code to allow an opiate <br /> substitution treatment facility in the B-3 zone, stating reasons why such a facility may <br /> have unintended negative impacts on the revitalization of downtown Everett. <br /> 8. Other forms of opioid addiction treatment,including services provided through <br /> counseling,medical clinics,and pharmacies are permitted in the commercially zoned <br /> areas throughout Everett. <br /> 1 <br /> 25 <br /> ye <br /> Staff Report-Page 4 <br />
