t^� S ORDINANCE NO. -18 An Ordinance Amending the Land Use Map and Text of the Comprehensive Plan to Update the Land Use Element,Amending Ordinance No 2021-94,As Amended, as Part of the Annual Docket for 2017-18 WHEREAS,the City of Everett adopted its first Comprehensive Plan(Plan)under the Washington State Growth Management Act(GMA) in 1994 and conducted a comprehensive review and update of the Plan in 2015; and WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for comprehensive plans to be amended on an annual basis; and WHEREAS,the City initiated its 2017-2018 annual comprehensive plan amendment process in July of 2017,which included consideration of Land Use Map amendments, a rezone application, and text amendment for the Land Use Element of the comprehensive plan; and WHEREAS,the City regularly updates the various chapters of the Comprehensive Plan in order to keep the document timely and of value to the public and City decision makers; and WHEREAS,the Planning Commission held a public hearing on the matter on December 5, 2017, at which time the Commission heard a staff presentation,held a public hearing with no public comments given, and considered various aspects of the proposed amendments; and WHEREAS,notice of these proposed amendments to the comprehensive plan was sent to the Washington State Department of Commerce on November 1, 2017, and a letter of receipt was received on November 2, 2017. WHEREAS,THE CITY COUNCIL FINDS: 1. The purpose for the requested annual update to the Land Use Element of the Comprehensive Plan is to revise the Land Use map to include recent amendments, correctly reflect adopted boundaries, and facilitate ease of use by including a copy of the Land Use map in the Plan. 34 - 1 -
