State match funds can be applied only to major school construction projects. Site <br />acquisition and minor improvements are not eligible to receive matching funds from the <br />State. Because availability of State match funds has not kept pace with the rapid <br />enrollment growth occurring in many of Washington's school districts, sometimes <br />matching funds from the State may not be received by a school district until after a school <br />has been constructed. In such cases, the District must "front fund" a project. That is, the <br />District must finance the complete project with local funds (the future State's share <br />coming from funds allocated to future District projects). When the State share is finally <br />disbursed (without accounting for escalation) the future District project is partially <br />reimbursed. <br />The Everett School District is not currently eligible for State Matching funds on projects <br />that provide increased capacity. <br />School Impact Fees <br />Development impact fees have been adopted by a number of jurisdictions as a means of <br />supplementing traditional funding sources for construction of public facilities needed to <br />accommodate new development. School impact fees are generally collected by the <br />permitting agency at the time building permits or certificates of occupancy are issued. <br />Impact fees for the Everett School District are calculated on worksheets contained in <br />Appendix A and are summarized on Table 10 at the end of this section. <br />Impact fees have been calculated utilizing the formula in Chapter 30.66C SCC. The <br />resulting figures are based on the District's cost per dwelling unit to purchase land for <br />school sites, make site improvements, construct schools and purchase, install or relocate <br />temporary facilities (portables). Credits have also been applied in the formula to account <br />for State Match Funds to be reimbursed to the District (none anticipated for the Everett <br />School District for facilities needed to serve new growth.) and projected future property <br />taxes to be paid by the owner of a dwelling unit. The costs of projects that do not add <br />capacity or which only address existing deficiencies have been eliminated from the <br />variables used in the calculations as indicated in Table 11. <br />Exclusion of Costs to Correct Existing Deficiencies <br />2006-2011 Costs <br />By ordinance, new development cannot be assessed impact fees to correct existing <br />deficiencies. For this CFP update, the base year for determining existing deficiencies is <br />2005. Thus, capacity deficiencies existing in 2005 must be deducted from the total <br />projected deficiencies in the calculation of impact fees. This is accomplished in Table 7 <br />for school construction costs by calculating a 2006-2011 Growth Factor percentage for <br />each grade span. This Growth Factor is then used to modify (reduce) certain variables <br />included in the calculation of the School Construction Cost Element, which are shown on <br />the lines labeled "Growth Related (2006-2011)" in table 11. For example: The total cost <br />of a new elementary school in Table 11 ($29,455,000) was multiplied by the Elementary <br />Growth Factor from Table 7 (76.64%) to obtain the "Growth Related (2006-2011)" <br />school construction cost in Table 11 ($22,574,312) used in the impact fee calculations <br />(Appendix A). <br />Everett School District 6 - 5 Capital Facilities Plan <br />
