School Construction Cost Variables <br />Additional Building Capacity: (See Description under subsection 1 above). <br />Existing Permanent Square Footage: From Table 1. <br />Estimated Facility Construction Cost. The estimated facility construction cost is based <br />on planned costs or on actual costs of recently constructed schools. The facility cost is <br />the total cost for construction projects as defined on Table 8, including only capacity <br />related improvements. Projects or portions of projects that address existing <br />deficiencies, which are those students who are unhoused as of December 3.1, 2005 are <br />not included in the calculation of facility cost for impact fee calculation. <br />Facility construction costs also include the off-site development costs. Costs vary with <br />each site and may include such items as sewer line extensions, water lines, off-site road <br />and frontage improvements. Off-site development costs are not covered by State match <br />funds. Off-site development costs vary, and can represent 10% or more of the total <br />building construction cost. <br />3. State Match Credit Variables <br />Boeckh Index (Area Cost Allowance). This number is generated by OSPI as a guide <br />for determining the area cost allowance for new school construction. The index is <br />adjusted regularly for inflation. As of July 1, 2006 the. Boeckh Index has been <br />adjusted to $154.22 per square foot. <br />State Match Percentage. The State match percentage is the proportion of funds that <br />are provided to the school districts, for specific capital projects, from the State's <br />Common School Construction Fund. These funds are disbursed based on a formula <br />which calculates the District's assessed valuation per pupil relative to the whole state <br />assessed valuation per pupil to establish the percentage of the total project to. be paid <br />by the State. <br />If a project were eligible for state matching funds, the Everett School District would <br />receive basic project reimbursement on a State matching ratio. However, because the <br />State has determined that the Everett District has excess student capacity according to <br />the State's formula, the Everett District is not eligible for new construction State <br />match at this time. Therefore, the effective State match ratio is zero. If the Everett <br />School District was eligible to receive state matching funds, the 2005 matching ratio, <br />according to OSPI, would be 49.22%. <br />Everett School District 6 - 8 Capital Facilities Plan <br />
