EVERETT COMPREHENSIVE PLAN <br />Transportation Facility Design <br />2.18. Design of transportation facilities shall be consistent with the other pertinent policies of the <br />City's Comprehensive Growth Management Plan, with strong emphasis on making such <br />transportation facilities and the travel experience as safe and enjoyable as possible, while <br />minimizing the long-term maintenance costs.. <br />2.19. Transportation facilities in the city shall be planned, designed, and constructed to be <br />barrier -free and easily accessible to disabled persons consistent with the requirements of the <br />Americans With Disabilities Act. <br />2.20. Establish and adopt design standards to ensure that the implementation of bicycle and <br />pedestrian system projects are coordinated and consistent in design and construction with other <br />transportation system improvements. <br />Access Management on Arterials <br />2.21. Work cooperatively with the Washington State Department of Transportation to develop <br />access management agreements for State routes within the city. <br />2.22. Require that connections to arterials from new subdivisions be designed with adequate <br />spacing to provide for local access to the arterials, while minimizing conflicts with through <br />traffic. <br />2.23 Promote access management to maintain arterial capacity by reducing the number of curb <br />cuts, increasing driveway spacing and providing for median treatment where appropriate. <br />2.24. Provide good access to regional arterials and highways for commercial traffic to and from <br />manufacturing and industrial sites. <br />Other <br />2.25. Develop supporting capital infra -structure to provide multi -modal connections between and <br />among local and regional transportation services. <br />Obiective #3: Develop System Performance Standards (Level -of -Service). <br />Establish a standard of performance for the transportation system that is consistent with <br />both the short and long-term land use vision of the City and recognizes that congested <br />conditions will remain after affordable improvements are put into place. <br />Level -of -service is aimed not only at achieving an integration of the various modes of <br />transportation, but also at establishing appropriate and desired levels for the use of transit, <br />ridesharing and non -motorized modes of travel in future years. These levels are based on <br />policies intended to re -shape the city's form and circulation environment in a way that will <br />achieve a vision of what the city wishes to become in 2025 and beyond. <br />As a result, these levels exceed current and forecast participation rates and may result in an <br />overall increase in vehicular congestion. The assumed levels for the use of transit, rideshare, <br />non -motorized use, as well as trip elimination, are based on potential demand, capacity and <br />effectiveness of the service, and not on historic use patterns for these modes and programs.
