EVERETT COMPREHENSIVE PLAN <br />2.8. Continue to encourage the design of transportation facilities that reflect the character of <br />affected neighborhoods. These designs shall strive to accommodate a range of needs of the <br />community that are broader than strict transportation requirements. <br />2.9. Continue to encourage active citizen participation during the planning and design of <br />transportation facilities, particularly in affected neighborhoods, communities and business areas. <br />In instances where facilities are being constructed or furnished by agencies other than the City, <br />the City shall request active citizen involvement in the planning and design of such <br />transportation facilities. <br />2.10. New residential development shall be served by interconnected local public streets with <br />bicycle and pedestrian routes. <br />2.11. Minimize spill-over parking from commercial areas, parks and other facilities adjacent to <br />residential neighborhoods. <br />Parking <br />2.12. The City will work with private property owners to manage the supply, operations, and <br />demand for on -street parking in the public right-of-way in order to encourage economic vitality, <br />improve traffic safety, and enhance the livability of residential neighborhoods. <br />2.13. In designated activity centers and corridors, the City will manage the supply and location of <br />on -street and off-street parking to support a balance of travel modes consistent with the <br />Comprehensive Plan. <br />2.14. Encourage institutions to manage their parking facilities to provide short-term parking for <br />customers while minimizing the amount of parking required by their employees to minimize <br />SOV commuters. <br />2.15. Parking in the right-of-way, in general, shall serve land uses in the immediate area. <br />2.16. Continue to maintain existing on -street parking in neighborhoods where off-street parking <br />is inadequate and protect parking first for residents and second for customers and visitors. <br />2.17. Ensure that off-street parking continues to be the primary source of parking supply for <br />activity centers and corridors within the city. <br />TRANSPORTATION ELEMENT 37 <br />
