Non -Motorized Transport Services Strategy <br />The Plan provides for significant improvements in bicycle and pedestrian facilities to assure <br />greater choice and mobility for commuters, students, and recreational uses to be programmed <br />over the three program periods, short-term TIP, Mid -Term plan and Long -Term plan, as shown <br />on Table 4.3. <br />1. Proposed Bicycle and Multi -Use Facility Improvements <br />The bicycle facilities have been planned with a greater focus on commuter needs and provide a <br />network of bicycle lanes and signed routes, as well as multi-purpose trails. <br />Bike / Ped Bridges and Crossing Facilities <br />The Plan recognizes that there are several major barriers to pedestrians and cyclists, both in the <br />natural topography of the land and in the man-made structures of freeways and railways. It is <br />assumed that sidewalks and bicycle lanes will be included with many new interchanges and <br />arterial road crossings of I-5, such as 128th Street, 112th Street, 100th Street, 41st Street, Pacific <br />Avenue, and Everett Avenue. <br />The Plan provides for separate trail crossings of the BNSF at Bond Street, 36th Street, and near <br />Pigeon Creek No. 1. It also provides for additional crossings of SR 526 at Seaway Boulevard, of <br />the Snohomish River to Smith Island, of Woods Creek from Gold Way to 181 st Place and of <br />East Marine View drive at Henry M. Jackson Park. <br />The potential capital costs of these Bridge and Crossing improvements are estimated at about <br />$10 Million over the Plan period. <br />Bike / Ped Trail Facilities <br />The Plan provides for completion of the multi -use trail system including the Harborfront Trail <br />from Mukilteo to North Broadway, the Lowell / Riverfront Trail from 41 st Street to North <br />Broadway, and the Smith Island Trails. New park trails are provided along Pigeon Creek No.I <br />and 2, Narbeck Creek, Powder Mill Creek and Japanese Gulch and a trail connection from the <br />Interurban to Larimer Road along Ridgewood. Trails are also planned along East Marine View <br />Drive and SR 526. <br />The potential capital costs of these Trail facilities are estimated at more than $30 Million over <br />the Plan period. <br />Bike Lane Facilities <br />The Plan provides for significant investments in bike lanes over the three time periods to provide <br />wide coverage for commuter and student cyclists. Key facilities on Hoyt Avenue and California <br />Avenue will service the Downtown area. Bike lanes on SR -529 to Marysville are a high priority. <br />Bike lanes on 128th Street, 112th Street, 100th Street and Pacific Avenue will provide key east - <br />west routes across I-5. North -south routes on 4th Avenue and 7th Avenue will complement other <br />bike lanes on Seaway Boulevard and Beverly Lane/Dogwood. <br />The potential capital costs of these Bike Lane improvements are estimated at about $40 Million <br />over the Plan period. <br />TRANSPORTATION ELEMENT 58 <br />
