EVERETT SCHOOL DISTRICT NO.2 <br />RESOLUTION NO. 860 <br />A Resolution of the Board of Directors (the "Board") of the Everett School District No. 2 <br />(the "District") to adopt a Capital Facilities Plan (the "Plan") for school facilities <br />conforming to requirements of the State Growth Management Act and the Snohomish <br />County General Policy Plan. <br />WHEREAS, in August, 1998, the District approved Resolution 651 adopting a Capital Facilities Plan <br />meeting the requirements of RCW 36.70A (the Growth Management Act) and the Snohomish County <br />General Policy Plan; and <br />WHEREAS, in June, 2000, September 2002 and September 2004 the District approved Resolutions <br />700, 742 and 799 adopting updated Capital Facilities Plans meeting the requirements of RCW 36.70A <br />(the Growth Management Act) and the Snohomish County General Policy Plan; and <br />WHEREAS, Districts are required to update their Capital Facilities Plan every two years in compliance <br />with the Act and the General Policy Plan; and <br />WHEREAS, this Plan update was developed by the District in accordance with accepted <br />methodologies and requirements of the Growth Management Act; and <br />WHEREAS, the proposed impact fees utilize calculation methodologies meeting the conditions and <br />tests of RCW 82.02; and <br />WHEREAS, a draft of the Plan was submitted to the Snohomish County Department of Planning and <br />Development Services for review with changes having been made in accordance with Department <br />comments; and <br />WHEREAS, the District finds that the Plan meets the basic requirements of RCW36.70A and <br />RCW 82.02; and <br />WHEREAS, the District conducted a review of the Plan in accordance with the State Environmental <br />Policy Act, state regulations implementing the act, and District policies and procedures; <br />Now, Therefore Be It Resolved as follows: <br />1. The 2006 Capital Facilities Plan for the years 2006-2011 is hereby adopted by the District. <br />2. The Snohomish County Council is hereby requested to adopt the Plan by reference as part of the <br />capital facilities element of the County's General Policy Plan. <br />3.
