February 21, 2018 <br /> The Everett City Council Retreat was called to order at 4:00 p.m., February <br /> 21 , 2018, in the City Council Chambers of the William E. Moore Historic City <br /> Hall, Council President Roberts presiding. Upon roll call, it was found that <br /> Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, <br /> Bader, Stonecipher, and Tuohy were present. <br /> President Roberts stated the first hour will be dedicated to the review and <br /> discussion of the current Council Rules of Procedure and to develop <br /> consensus regarding any additional amendments. The second hour will be <br /> used to discuss the process for preparation of the 2019 Budget. <br /> President Roberts stated that there will be no meeting on July 4. <br /> COUNCIL PROCEDURES <br /> President Roberts stated the meeting will being with a discussion about how <br /> to make meetings more effective and efficient. He opened the floor to <br /> council members for ideas on procedures for council meetings. <br /> Council Member Murphy presented an idea to move the approval of meeting <br /> minutes to the consent agenda. <br /> Council Member Bader added that the Council could deem the minutes <br /> approved if there was no objection or if corrections were not needed. <br /> President Roberts proposed using an "all in favor" vote instead of a roll call <br /> for each action item to speed up the process. <br /> Council Member Bader suggested rearranging the agenda items deemed <br /> to be of greater public interest and in need of extra time. <br /> Discussion ensued regarding building the consent agenda, having more <br /> background data and information for items, including past actions, and the <br /> level of detail built into the agenda, including compiling an agenda to <br /> accommodate staff attendance. <br /> 65 <br />
