February 21, 2018 <br /> Considerable discussion took place regarding spending more time in <br /> workshop format. <br /> A proposal for committee work was discussed; topics included keeping real <br /> estate matters in executive sessions, creating a long-term committee to <br /> address housing matters and a name for that committee, and labor matters <br /> being included in executive sessions or committees. Council members <br /> agreed to do more research prior to establishing a new housing committee. <br /> It was decided that Council would have an annual retreat before the end of <br /> February. Minor changes to the language of"Council Staff' will be updated <br /> in the Council Rules of Procedures. <br /> Council Member Tuohy left the Council Chambers at 5:04 p.m. <br /> There was discussion to adjust day and night meetings. Council agreed to <br /> keep the same meeting times format. <br /> Council Member Tuohy returned to Council Chambers at 5:09 p.m. <br /> BUDGET PROCESS FOR FISCAL YEAR 2019 <br /> Council Member Murphy, Budget Subcommittee Chair, provided an <br /> introduction to the budget process and stated that there will be a Budget <br /> Subcommittee meeting held on the first Wednesday of every month <br /> beginning in March. <br /> Susy Haugen, Finance, presented a status on the budget process, details <br /> of the deficit, and projections and differentials over the last few years from <br /> the last structural deficit, and how that will affect the future budget. She <br /> presented the 2018 Budget Calendar. <br /> Mayor Franklin stated she would be releasing her Mayoral Directive on the <br /> budget later this week. <br /> 66 <br />
