February 21, 2018 <br /> To adopt Resolution No. 7221 acknowledging the payment of payroll <br /> claims against the City of Everett in the amount of $4,013,014.97 for <br /> the period ending February 3, 2018. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> PUBLIC HEARING — COUNCIL BILL 1802-07 <br /> President Roberts opened a public hearing regarding the proposed <br /> ordinance amending the Zoning Code (EMC Title 19, as amended) <br /> definition of "Clinic" and repealing Sections 2, 4, and 5 of Ordinance No. <br /> 2708-03. <br /> Allan Giffen, Planning, provided an update and overview of the proposed <br /> ordinance. <br /> Hilary Pirtle, Rick Jordison, Bob Jackson, Guy Cadwallader, Diane <br /> Claussen, Connery Glans, Christopher Glans, Paula Townsell, Raven <br /> Campbell, and Beth Townsell spoke in favor of the proposed ordinance. <br /> Andy Hall, Melissa Springer, Dana Oliver, Nancy Johnson, and Brian <br /> Stuchell spoke in opposition to the proposed ordinance. <br /> Moved by Council Member Bader, seconded by Council Member <br /> Murphy, to close the public hearing. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> Considerable discussion ensued regarding the effect of the zoning change <br /> on the Metro Everett plan, the nonconforming regulations, safe pedestrian <br /> friendly areas, business and retail areas, and balancing out the needs of the <br /> community. <br /> 72 <br />
