I <br /> Hazard Risk Ranking <br /> This HMP covers a range of hazards as determined by the Steering Committee based on information in the Hazard <br /> Inventory and Vulnerability Analysis (HIVA).In 2006,2011,and 2017,earthquakes were identified as the primary <br /> hazard.Washington is second to California for earthquake threat in the nation.This is the hazard ranking determined <br /> by the Steering Committee at the April 5,2017 meeting: <br /> I. Earthquakes <br /> 2. Flooding <br /> 3. Severe Storms <br /> 4. Climate Change <br /> 5. Landslides <br /> 6. Hazardous Materials/ Pandemics/ Fire (all tied) <br /> 7. Volcanic Eruptions <br /> 8. Cyber Incidents <br /> 9. Tsunami & Seiche <br /> Goals <br /> As will be shown in the section below,the Risk Ranking and Goals were established by the Steering Committee and <br /> Goals direct the HMP strategy areas and action items.The following Goals were proposed,discussed,and endorsed <br /> by the Steering Committee at the April 5,2017 meeting: <br /> I. Protect public health,welfare,and public safety. <br /> 2. Ensure continuity of critical facilities and infrastructure,corresponding operations of local government,and a <br /> vital economy. <br /> 3. Foster coordination and communication amongst public and private organizations. <br /> 4. Protect the quality of the natural environment. <br /> 5. Minimize losses to existing and future properties. <br /> 6. Increase initial post-event self-reliance. <br /> Risk Assessment and Storytelling <br /> The risk assessment planning process followed a storytelling format.Storytelling makes the effort to identify <br /> mitigation action items more interesting,relevant,and practical.Twelve meetings were held with residents,businesses, <br /> non-profits,and government staff.All meetings began with participants providing a description their respective <br /> Everett community and defining what they valued.This discussion was followed with the Project Team introducing a <br /> change into their story.All stories require a dramatic event and this was provided by a natural hazard event.Lastly, <br /> participants came up with risk reduction suggestions that supported what they valued and appreciated.These <br /> suggestions were discussed in interviews and further researched. <br /> Valued Positive Core <br /> Participants in the meetings and interviews expressed what they considered to be Everett's strengths and assets. <br /> Mitigation action items arose from this positive core and the risks from natural hazards.The positive core areas were <br /> similar to and corroborate those generated by the 2011 HMP public process.The following areas are the valued <br /> positive core that will be described in Chapter 2. <br /> ✓ Strong and Trusted Government <br /> ✓ Community Emergency Response Support <br /> ✓ Economic and Population Growth <br /> ✓ Landscape <br /> City of Everett 2017 H4zard Mitigation Plan - 2 <br />
