The three major scope elements included were: 1) A robust public involvement element that prioritizes outreach at the beginning of the process to establish a clear vision for the plan and review of the future service network; 2) A strategic look at financial scenarios to understand the long-term financial environment and to ensure the plan is sustainable; 3) An evaluation of service planning concepts to establish a preferred network concept and development of service standards that will support the implementation of the Long Range Plan. In June and October 2017,Everett Transit conducted extensive outreach efforts to gather public input on its Long Range Plan resulting in the development of a preferred growth network. The draft plan presents the financial implications of growth, as well as a high-level assessment of the long-term sustainability of current service levels.As a result, short-term recommendations are incorporated into the plan as potential measures for sustainability.
