The three major scope elements included were: <br /> 1) A robust public involvement element that prioritizes outreach at the beginning of the process to <br /> establish a clear vision for the plan and review of the future service network; <br /> 2) A strategic look at financial scenarios to understand the long-term financial environment and to <br /> ensure the plan is sustainable; <br /> 3) An evaluation of service planning concepts to establish a preferred network concept and development <br /> of service standards that will support the implementation of the Long Range Plan. <br /> In June and October 2017,Everett Transit conducted extensive outreach efforts to gather public input on its <br /> Long Range Plan resulting in the development of a preferred growth network. The draft plan presents the <br /> financial implications of growth, as well as a high-level assessment of the long-term sustainability of current <br /> service levels.As a result, short-term recommendations are incorporated into the plan as potential measures <br /> for sustainability.
