WHEREAS, RCW 36.70A.130(2)(a)(i) allows the initial adoption of a subarea plan to be <br /> considered outside of the yearly update to the Comprehensive Plan; and <br /> WHEREAS, City Council conducted a public hearing regarding the proposal on March 26, <br /> 1997; and <br /> WHEREAS, the City Council Finds: <br /> 1. The proposed Southwest Everett Subarea Plan is consistent with the adopted City of <br /> Everett Growth Management Comprehensive Plan including the adopted policies and <br /> land use designations; and <br /> 2. The proposed adoption of the Southwest Everett Subarea Plan as an amendment to the <br /> Comprehensive Plan resulted from new information generated through development of <br /> the Subarea Plan and EIS that is more detailed than the information known at time of <br /> adoption of the Growth Management Comprehensive Plan and the adoption of <br /> Engrossed Substitute House Bill 1724 that provides for the integration of SEPA and <br /> GMA; and <br /> 3. The Mitigation Decision Document incorporated into the Planned Action Ordinance is <br /> adequate to mitigate the significant adverse impacts of development in the Southwest <br /> Everett Subarea; and <br /> 4. The proposed expedited permit process for Planned Actions promotes the best long <br /> term interests of the Everett community; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Exhibit A of Ordinance No. 2121-94, Section of the Land Use Element entitled <br /> "1.2 Employment Holding Capacity," page LU-11, which reads: <br /> 2. Employment Holding Capacity. The following estimates of additional employment <br /> capacity for the Everett Planning Area are broken into those portions of the planning <br /> area within the current city limits (all of subareas 1, 2 and 3; parts of subareas 4, 5 and <br /> 6) and the unincorporated portions (portions of subareas 4, 5 and 6). <br />
