The actual employment holding capacity would be greater if all industrial land were assumed to be developed within the remaining 18 years of the planning period for the comprehensive plan (2012). The above estimates of employment holding capacity do not include potential changes to land use designations within the unincorporated parts of the Everett Planning Area that may be proposed by Snohomish County to increase the employment capacity. is hereby amended to read: 2.
