4.2 Projects Without Master Plans Subject to EMC 19.27.030 (See footnote 7) <br /> Associated Sand and Gravel <br /> Associated Sand and Gravel operates a mining operation and processing facilities in an area west of <br /> Glenwood Avenue and south of Merrill Creek Parkway. Associated currently operates under the <br /> following approvals: <br /> • An Agreement between the City and Associated Sand and Gravel dated December 1990 (covers the <br /> westernmost 92 acres); <br /> • Special Property Use Permits #3-89 (covers the southeast portion of the site), and #6-84 (covers a <br /> 9.7 acre expansion in mined area) <br /> • City of Everett SEPA reviews: DNS #47-80 (covers Upper Ridge Road vacation and realignment), <br /> DNS #61-84 (covers an unsuitable material dump site), and DNS #1-85 (extended mining activity <br /> by 9.7 acres). <br /> • Surface Mining Permits and associated SEPA MDNS requirements from the Department of Natural <br /> Resources (DNR) (Permit Numbers 70-010161, 10244 and 10161). <br /> Reclamation of mined areas is required per the City and State permits. <br /> The Associated Sand and Gravel site is zoned M-1, Office and Industrial Park. Section 27 of the <br /> Zoning Code allows the mining and existing heavy manufacturing activities related to the mining to <br /> continue, and new manufacturing activities associated with mining activity are permitted on a portion of <br /> the site. However, areas reclaimed from aggregates mining are limited to other permitted M-1 uses. <br /> Associated Sand and Gravel anticipates that mining activity on their site will be completed within five <br /> years. However, processing activities may continue on the site indefinitely, if materials mined at other <br /> sites7 are trucked to the Everett site for processing. <br /> 4.3 Projects With Completed SEPA Reviews <br /> Merrill Creek Associates/Merrill Creek Centre <br /> Merrill Creek Associates operated a sand and gravel surface mine on property located west and east of <br /> Hardeson Road between Merrill Creek Parkway and 75th Street since the 1950s. Mining was <br /> permitted by the Department of Natural Resources (DNR) under Surface Mining Permit No. 10244. In <br /> 1981 and 1984, the City approved construction of screening and processing plants on the site to be <br /> utilized to help complete the grading and slope work for reclamation of the site. (SEPA#24-84). <br /> Mining of the property is substantially complete west of Hardeson Road. While the properties are <br /> currently being marketed for industrial uses, additional mining could still occur under the DNR <br /> permits, both east and west of Hardeson Road. However, mining-related manufacturing such as <br /> concrete batch plants cannot occur in the area east of Hardeson Road. <br /> Merrill Creek Centre: In 1990 the City approved a binding site plan creating 4 lots on the portion of <br /> the Merrill Creek Associates property located west of Hardeson Road. The approval included <br /> 7 Associated Sand and Gravel has an application in review with Snohomish County for a surface mining operation to <br /> extract sand, gravel and bedrock on a site near Granite Falls. <br /> 18 <br />
