Only a conceptual site plan was reviewed for Phase 3, an approximately 500,000 SF building, and <br /> SEPA approval was not granted for that phase. <br /> Puget Sound Industrial Assoc. II <br /> A rezone and concomitant agreement were approved in 1982 on property located north of 100th Street <br /> SW owned by Puget Sound Industrial Associates II (Rezone #8-82). Per requirements of the <br /> concomitant agreement, a detailed site plan and SEPA review was completed in 1992 for construction <br /> of 140,000 SF of office, warehousing and light manufacturing uses on the site (SEPA #9-92). <br /> Development is authorized under the approved site plan and associated conditions unless major changes <br /> in the proposal occur. The U.S. Postal Service has proposed development on one of the parcels of this <br /> property. <br /> Bhend Property <br /> In 1982, the City approved a rezone to M-M with a Concomitant Agreement for the Marc Bhend <br /> property located in the northwest portion of the Subarea (SEPA #37-82, Rezone #9-82). The <br /> concomitant agreement limits uses to campus-like facilities for administration offices, research and <br /> development, assembly and manufacture of instruments, electronics, and similar activities. The <br /> concomitant agreement includes standards for buffers adjacent to residential areas, building design and <br /> location, transportation and circulation, public utilities, lighting, signing, parking, loading, landscaping, <br /> fences, storage, and site preparation. A special review process is required for final site plan approval. <br /> A site plan was not proposed at the time of the rezone. <br /> The property is subject to the conditions of the concomitant agreement, rather than the zoning code. <br /> However, where the concomitant agreement is silent regarding an issue, the current zoning code <br /> applies. <br /> In 1993, the City completed a SEPA environmental review for construction of 575,100 SF of office and <br /> light industrial use on this site (SEPA #15-92). This project has not been constructed, and the current <br /> property owner has stated that he does not intend to construct the project. However, the project could <br /> still be constructed as proposed, unless ordinance changes modify existing approvals. <br /> The property owner has a proposed a change in the comprehensive plan designation for the site from <br /> Office and Industrial Park to residential. That request is currently under review by the City, and is not <br /> being evaluated in this Subarea Plan or DEIS. <br /> 4.5 Projects Outside Everett City Limits in Snohomish County <br /> Paine Field <br /> Snohomish County Airport/Paine Field is the major general aviation/industrial aviation airport serving <br /> Snohomish County and the northern portion of the Seattle Metropolitan area. It is owned and operated <br /> by Snohomish County. Airport property includes the main airport and industrial site west of Airport <br /> Road, as well as the Bomarc Business Park and County road and vehicle maintenance facilities located <br /> east of Airport Road. In July 1995, the Snohomish County Council approved the Paine Field Airport <br /> Master Plan, including the airport layout plan and the airport master (conceptual) development plan. <br /> 20 <br />
