The actual employment capacity would be greater if all land were assumed to be developed within the remaining 15 years of the planning period for the comprehensive plan (2012). The above estimates of employment holding capacity do not include potential changes to land use designations within the unincorporated parts of the Everett Planning Area that may be proposed by Snohomish County to increase the employment capacity. The employment numbers in the above table have been modified to reflect • the additional detailed analysis conducted for the SW Everett/Paine Field Subarea Plan Environmental Impact Statement, • the City's experience that employment is increasing much faster in the Southwest Everett industrial area than in other portions of the City, and • the expectation that the adoption of the Southwest Everett Subarea Plan and Planned Action Ordinance, which creates an expedited permit process for development of the Subarea, will increase the employment growth rate in the Subarea over that previously anticipated. Section 2. The Faster Growth Alternative of the Southwest Everett Subarea Plan, Exhibit 1 to this Ordinance, is hereby adopted and Exhibit A of Ordinance No. 2021-94 as amended in Section 1 herein is hereby amended by the addition of this Southwest Everett Subarea Plan.
