golf course owners to discuss management plan and objectives, and conduct a field <br /> reconnaissance and monitoring effort to characterize golf course drainage. <br /> Section 5: AIR QUALITY AND ODOR <br /> 5.1 Threshold <br /> All permitted future uses must obtain a Notice of Construction (NOC) as applicable and use best <br /> available control technology. As necessary, air quality studies may be required by PSAPCA in order <br /> to obtain permits. <br /> Uses not being covered in this EIS are listed in Table 1-1 in the Land Use Section. Examples of uses <br /> that are not being covered because they may have significant air quality impacts are mining activities, <br /> cement and asphalt manufacturing, composting facilities, dog and cat food manufacturing, fish <br /> processing, and landfills. Additional SEPA analysis will be required for these uses. <br /> 5.2 Mitigation Required by Existing Regulations <br /> All development must comply with the regulations and standards in effect at time of application, <br /> including, but not limited to, the following: <br /> Puget Sound Air Pollution Control Agency and Department of Ecology <br /> Federal Clean Air Act <br /> Washington Clean Air Act and General Regulations for Air Pollution Sources (RCW 70.94, <br /> WAC 173-400, and PSAPCA Regulations I, II, and III) <br /> City of Everett <br /> Commute Trip Reduction Ordinance (E.M.C. 46.68) <br /> Zoning Code (EMC 19) <br /> Public Works Design and Construction Standards and Specifications Manual <br /> 5.3 Mitigation Measures <br /> 1. Regardless of their compliance with existing pollution control regulations, certain uses historically <br /> generate the majority of odor complaints received by PSAPCA. Those uses of greatest concern in <br /> this regard include industries that use fiberglass resin and varnish, spray painting (including paint <br /> hangers and outdoor spray painting), metal finishing, breweries and wineries, and loading areas <br /> (diesel emissions). The following restrictions shall be placed on these uses: <br /> Truck loading and maneuvering areas. These uses are currently prohibited within 130 feet of <br /> residential areas in the M-1 zone and 100 feet of residential areas in the M-M zone. These zones <br /> cover the majority of the portion of the Subarea abutting residential properties. Exceptions include <br /> a small B-1 parcel and a small C-2 parcel along the eastern boundary of the Subarea. Requiring <br /> 34 <br />
