8.7 SEWER <br /> 8.7.1 Threshold <br /> Capacity of the system is 1,700 gallons per gross acre per day, and 4,000 gallons per gross acre per <br /> day of instantaneous peak flow. <br /> Some sites may have capacity in excess of the threshold available to serve potential users. If a proposal <br /> would exceed 1,700 gallons per gross acre per day and/or 4,000 gallons per gross acre per day of <br /> instantaneous peak flow, additional analysis will be required. The additional analysis may be as simple <br /> as calculations completed by the Public Works Department prior to a pre-application meeting on a <br /> specific development proposal. The additional analysis must determine how the proposal's sewer <br /> demand will affect the sewer system. Projects with no additional major improvements needed and no <br /> adverse cumulative impacts on the sewer system are covered by this analysis. Additional SEPA <br /> analysis will be required for projects that may require major improvements not identified in this DEIS <br /> or that may have adverse cumulative impacts on the sewer system. <br /> This DEIS analysis does not cover the impacts of construction of a new sewer main across Japanese <br /> Gulch. Additional analysis is required to review alternative routes for the line which will minimize the <br /> impacts of the proposal, or alternative means of providing sewers to that area. <br /> 8.7.2 Mitigation Required by Existing Regulations <br /> All development must comply with the regulations and standards in effect at time of application, except <br /> as otherwise provided in this Mitigation Decision Document, including, but not limited to, the <br /> following: <br /> City of Everett <br /> Public Works Design and Construction Standards and Specifications Manual <br /> Sewer Rates and Regulations (EMC 14.04) (Ordinance 1171-85, as Amended) <br /> Sewer Connections (EMC 14.08) <br /> Wastewater Pretreatment Regulations (EMC 14.40) (Ordinance 2034-95) <br /> Mukilteo Water District <br /> For development of individual parcels, the cost of installing sewer mains is the responsibility of the <br /> developer. Sewer mains within the Mukilteo Water District service area are required to meet the <br /> District's standards. <br /> 8.7.3 Mitigation Measures <br /> 1. Individual developments may be responsible for funding all or a portion of sewer system capital <br /> improvements as shown in Table 8-2 (Table 3.8-4 in the EIS).
