10. Development Selection Process: Based on the RFQ submittals, a one-half <br /> to full day of purchaser/developer interviews will be coordinated with the <br /> City for purposes of selecting a preferred purchaser/developer. Due <br /> diligence will be performed on the preferred developer to avoid a failed start. <br /> Based on this process, it is anticipated that the Mayor will select a preferred <br /> submittal to initiate Letter of Intent (LOI) discussions and will notify City <br /> Council of the same. <br /> 11. Letter of Intent: Negotiate purchase and development terms with the <br /> preferred purchaser/developer. It is anticipated that the Mayor will present <br /> the LOI to City Council during an Executive Session and will determine if the <br /> LOI proceeds to the Purchase and Sale/Development Agreement phase based <br /> on Council input. <br /> 12. Purchase and Sale/Development Agreement(PSA/DA): Negotiate <br /> PSA/DA with preferred purchaser/developer based on the LOI terms. Mayor <br /> presents PSA/DA to City Council for consideration.Work with the City <br /> Attorney in developing an appropriate form of a PSA/DA. <br /> 13. Implementation: Assist with any transactional and development matters <br /> that arise to enable PSA/DA execution to closing and development occurs as <br /> envisioned. Support Mayor, Deputy Mayor, and staff with the necessary <br /> guidance for the City to serve as the "Master Developer" for the catalyst <br /> development sites and the remaining City surplus properties that are <br /> designed to stimulate development consistent with the community's vision <br /> for its downtown. These services are important as it is a time-consuming <br /> endeavor for a municipality to solicit, market, surplus and sell land, construct <br /> needed public infrastructure, and monitoring and assisting the development <br /> from the stages of: 1) LOI; 2) PSA Closing: 3) Building Permit; Construction <br /> Start; and 4) Opening. <br /> Initiative 5. Develop strategic plans for business growth and expansion for key <br /> corridors/districts,including Broadway/College District, Paine Field, <br /> Evergreen Way,the Everett Mall, and Metro Everett. <br /> Consultant Services and Strategic Advice: <br /> A) Work with Staff to determine if a sub-area planning process is desired or needed <br /> prior to development of strategic plans for the identified planning and development <br /> areas. If so, engage and participate accordingly. If desired land use policy <br /> framework is in place, Consultant proposes the following: <br />
