Develop the Everett Story: Work with Mayor, Deputy Mayor, Office of <br /> Communication and Marketing and key staff to develop a compelling story <br /> about the City of Everett that resonates with the development community <br /> based on the Metro Everett Plan. Consultant anticipates the need to retain <br /> a story writer and communication expert in order to develop an effective <br /> and successful real estate marketing message and collateral to attract desired <br /> development. Creating the Everett story and"brand"will be an important <br /> task and will help define the vision and communicate the City's competitive <br /> advantage and expectations to the development community. Consultant will <br /> provide a proposed scope of work and costs for this work to be considered <br /> and potentially paid as a reimbursable expense by the City. The Deputy <br /> Mayor must approve any cost associated with these marketing tasks prior to <br /> proceeding. <br /> 5. Catalyst Sites: Pursue development on any City identified catalyst sites that <br /> are owned by the City. Surplus those properties in advance of a Purchase and <br /> Sale Agreement(PSA) or simultaneously in accordance with Everett <br /> Chapter 3.84 Sale, Lease and Licensing of City-owned Real Property. <br /> 6. Real Property Acquisition,Sale,and Leasing: Each PSA should be treated <br /> as an opportunity to form a Public-Private Partnership including the following <br /> elements in the transaction: 1) Purchase price in terms of cash and <br /> quantifiable public benefits; 2) Specific land use and end use of the property; <br /> 3) Date to begin construction; and, 4) Date for business to be open. <br /> 7. Obtain Property Appraisals: Engage a real estate appraiser to determine <br /> the appraised value of the surplus properties (catalyst sites).Appraisals will <br /> provide the land value of which you will compare and quantify PSA's cash <br /> proceeds along with any identified public benefit. The Deputy Mayor must <br /> approve any cost associated with appraisal work prior to proceeding. <br /> 8. Develop a RFQ and RFP: Develop a RFQ/RFP for all the catalyst sites to <br /> generate interest/proposals from the private sector to purchase and develop <br /> the surplus property in accordance with the City's desired vision.Consultant <br /> will also assess the need to engage a real estate broker team (via RFP or <br /> another desired means) to create a competitive offering in the real estate <br /> community. <br /> 9. Developers Forum/Pre-Submittal Meeting: A developer's forum will be <br /> held to introduce Everett to potential investment taking care to ensure <br /> personal invites bring enough people to the forum to generate enthusiasm <br /> and excitement. The forum will be held in Everett with key presentations <br /> covering the development opportunities and opportunities for developers to <br /> meet with the Mayor, Deputy Mayor,and key staff. <br />
