EXHIBIT A <br /> Scope of Services <br /> Consultant will provide the services and strategic advice listed below based on the Mayor' <br /> Identified Initiatives,working under the direction of the City's Deputy Mayor or designee. <br /> Due to the nature of the proposed services and decisions or actions that are required by the <br /> City to fully complete the identified services, it is acknowledged by the parties that <br /> additional consultant time and work may be necessary as future phases of this Agreement. <br /> Initiative 1. Establish an office of Communications and Marketing to develop and <br /> manage City-wide branding and marketing campaigns,including <br /> tourism. <br /> Consultant Services and Strategic Advice: <br /> A. Offer input, review,and coordinate marketing and branding campaigns with City <br /> officials during the development and implementation of the remaining Community <br /> and Economic Development Initiatives. <br /> Initiative 2. Establish an Office of Community Planning and Economic Development <br /> to better align the City resources and more effectively achieve Everett's <br /> short-and long-term economic development priorities, including the <br /> recruitment of new businesses and the retention of existing businesses. <br /> Consultant Services and Strategic Advice: <br /> A. Evaluate and recommend best method/process to hire new Economic Development <br /> Director. <br /> 1. Assess ability to conduct internal recruitment vs. external executive <br /> recruitments. <br /> 2. Assist with development of desired positon profile. <br /> 3. Participate in identifying and interviewing potential candidates for <br /> consideration by Deputy Mayor. <br /> B. Assist new Director with any organizational needs or tasks to help establish new <br /> Office and carry-out its directives including but not limited to the following: <br /> Identifying current economic development actions that can be completed in short- <br /> term that fits City's interest and generates needed revenue. Could include tasks <br /> from helping current businesses to facilitating actions to move development <br /> forward that is in pipeline or could move forward if certain barrier(s) were <br /> removed. <br />
