Initiative 3. Establish an economic development advisory committee of local <br /> business leaders and City Council representatives to work closely with <br /> the office of Community Planning and Economic Development on <br /> economic development initiatives and emerging opportunities. <br /> Consultant Services and Strategic Advice: <br /> 1. Provide advice on developing draft process and/or recommendations for <br /> receiving input and direction from Economic Development Advisory Committee. <br /> Initiative 4. Finalize and implement the Metro Everett plan to encourage <br /> development downtown and near Angel of the Winds Arena and Everett <br /> Station. <br /> Consultant Services and Strategic Advice: <br /> A. Assist with preparation of plan and timeline to implement development <br /> strategies and incentives; including but not limited to the representative tasks <br /> Included below. - These examples are for reference and can be modified or expanded <br /> as determined between the City and Consultant. Tasks 5 thru 13 are related to the <br /> City's ability to surplus City owned property to aggressively advance and <br /> stimulate private sector development within the planning area. <br /> 1. Review Existing Conditions: Review any new applicable background and <br /> historical information regarding downtown Everett; Metro Everett Plan; Past <br /> vison and plan efforts; Demographics and psychographics', Real estate market <br /> studies; Property appraisals; Property restrictions; Land use plans/actions to <br /> better guide the process, strategy development and implementation. <br /> 2. Kick-off Meeting: Meet with Mayor, Deputy Mayor, key staff and individuals <br /> to discuss goals, desired outcomes and review current status of Everett Metro <br /> Plan and progress, related to the proposed plan strategies. <br /> 3. Metro Everett Plan Strategies:Assist in developing,prioritizing <br /> and advancing identified strategies within the Draft and Final Metro Everett <br /> Plan. It is during this time that Consultant will evaluate and assist the City in <br /> evaluating and implementing potential development incentives that may be <br /> offered by the City or barriers to development in order to achieve an <br /> appropriate return on investment and the City's development vision. It will <br /> be important that the City be capable of delivering on its commitments <br />
