Exhibit C <br /> Capital Cost Recovery Charges <br /> Beginning in 2015, every Participating City other than the City of Seattle will pay a yearly <br /> Capital Cost Recovery Charge to the Portal Agency which in turn will remit the annual total of <br /> such Charges paid to the City of Seattle.
