Avenue to intersect the southerly projected centerline of the alley in Block 613, Rucker's <br /> First Plat. according to the Plat thereof recorded in Volume 2 of Plats, page 101, records <br /> of Snohomish County. Washington: thence northerly. along said projected alley <br /> centerline and the centerline of said alley in Block 613 and its northerly projection to <br /> intersect the centerline of 26th Street; thence easterly, along the centerline of 26th Street <br /> to intersect the northerly projected centerline of the alley in Block 611 of said Rucker's <br /> First Plat; thence southerly, along said projected alley centerline and the centerline of said <br /> alley in Block 611 and its southerly projection to intersect the centerline of Everett <br /> Avenue: thence easterly, along the centerline of Everett Avenue to intersect the centerline <br /> of Broadway Avenue and said point of beginning. <br /> Situated in the City of Everett, County of Snohomish, State of Washington. <br /> Section 3. District Assessment. <br /> All real property. inclusive of land and buildings (and the owners thereof), within the boundaries <br /> of the District will be specially benefitted by the purposes for which the District is being <br /> established, and such property, and the owners thereof, shall be subject to a special assessment as <br /> authorized by Chapter 35.87A RCW. this ordinance, and amendments thereto. The benefit to the <br /> property (and the owners thereof) subject to the special assessment and to the BIA as a whole is a <br /> special benefit which would not otherwise be available but for the activities, programs, and special <br /> services carried out with funding provide by the special assessments authorized pursuant to this <br /> ordinance. Such special benefits and the increase in the value of the property in the BIA resulting <br /> therefrom and the increased opportunity which is created for each property(and the owner thereof) <br /> within the BIA to benefit from the BIA programs, activities, and special services is hereby found <br /> to be commensurate with or in excess of the amount of the assessment under this ordinance. <br /> To finance the programs and services authorized in Section 4, there shall be levied and collected <br /> annual special assessments upon the businesses and property owners within the District, at the <br /> rates and method specified in Section 5. For purposes of this ordinance. "business" means the <br /> operation of property ownership as a business, including but not limited to the operation of <br /> property ownership either as a landlord or owner-occupied enterprise. <br /> Section 4. Purposes and Programs. <br /> Special assessment revenues shall only be used for the following types of purposes, programs,and <br /> services, administrative. and collection costs associated therewith: <br /> A. The operation of a security program to provide enhanced security for common areas and <br /> For people. which may include, but is not limited to, dissemination of information relative <br /> to security and for the purpose of generating favorable publicity, and to promote the BIA <br /> and the property and businesses therein as a clean, safe, and inviting area; to the providing <br /> of additional security through a combination of public and private personnel and facilities. <br /> and such other measures or activities as will accomplish the above-stated objectives, and <br /> also assist in changing the perception that the BIA is an undesirable or unsafe area. <br /> Page 2 of 11 <br />
