2. Flood Plain means the land adjacent to a body of water which has been <br /> or may be hereafter covered by flood water. The extent of the flood <br /> plain may vary with the frequency of flooding being considered. The <br /> United States Corps of Engineers in meeting the minimum requirements of <br /> the Federal Flood Insurance Program determines the 100-year flood as <br /> the frequency of flooding. <br /> 3. Flood Proofing means a combination of structural provisions, changes, <br /> or adjustments to properties and structures subject to flooding <br /> primarily for the reduction or elimination of flood damage to <br /> properties, water and sanitary facilities, structures and contents of <br /> buildings in a flood hazard area. <br /> 4. Flood Zone Permit means the permit required for development activity <br /> not requiring a shoreline permit, yet located in a flood hazard area. <br /> This would be reviewed along with the normal building permit review <br /> process. <br /> 5. Floodway means the channel of a river or other water course and <br /> adjacent land areas that must be reserved in order to discharge the <br /> base flood without increasing the water surface elevation more than one <br /> foot. <br /> 6. Obstruction means any dam, wall, wharf, embankment, levee, dike, pile <br /> abutment, projection, excavation, channel rectification, bridge, <br /> conduit, culvert, building, wire, fence, rock, gravel, refuse, fill, <br /> structure or matter, in, along, across, or projecting into any channel, <br /> water course or regulatory flood hazard area which may impede, retard <br /> or change the direction of the flow of water, either in itself or by <br /> catching or collecting debris carried by such water, or that is placed <br /> where the flow of water might carry the same downstream to the change <br /> of life or property. <br /> -2- <br />
